• Ranked city-by-city, the top cluster sits at UTC+2/+3 — Athens, Beirut, Bucharest, Cairo, Helsinki, Kyiv, Nicosia, Riga, Sofia, Tel Aviv, Cluj-Napoca, Lviv — all effectively tied at 3 hours 56 minutes of mean overlap.
• Give each of the 42 timezone regimes one equal vote instead, and the ranking shifts east: India's UTC+5:30 band (Mumbai, Delhi, Bangalore, Chennai, Hyderabad, Kolkata, Pune, Ahmedabad) plus Kathmandu tops the regime-weighted view at 2 hours 51 minutes.

Rank all 223 cities by their average workday overlap with every other city, and a tight cluster rises to the top, all effectively tied at 3 hours 56 minutes: Athens, Beirut, Bucharest, Cairo, Helsinki, Kyiv, Nicosia, Riga, Sofia, Tel Aviv — and, notably, two of the services-delivery hubs that anchor Europe's outsourcing industry, Cluj-Napoca and Lviv. What unites them is position. Sitting at UTC+2/+3, this band occupies the longitudinal center of gravity between the Americas and Asia; it can hold live afternoon hours with Europe, morning hours with East Asia, and end-of-day hours with the US East Coast. A city here reaches 105 of its 222 potential partners with a full four-hour block, and 191 of 222 with at least some shared time. Just behind sit Cape Town and Johannesburg, and then Amsterdam and the Western European core.

Now change the question. Give each of the 42 timezone regimes one equal vote instead of letting populous regions dominate by city count, and the center of gravity slides east — to India. The entire +5:30 band (Mumbai, Delhi, Bangalore, Chennai, Hyderabad, Kolkata, Pune, Ahmedabad) plus Kathmandu tops this framing at 2 hours 51 minutes, trailed by Dhaka, Kabul, and the Central Asian +5 cities. India wins the regime view because, once every remote Pacific clock gets an equal say rather than being outvoted by Europe's dense city cluster, the true midpoint of the world's regimes lands over South Asia.

That the answer moves is itself the finding: where the working world's center sits is a matter of how you count it. Its edges are more stubborn — and stranger than they first appear. By average shared time, the least-connected cities are Anchorage and Honolulu, then a cluster where the US West Coast and the far Pacific sit almost even: San Francisco, Los Angeles, and Seattle land at essentially the same isolation as Auckland, Wellington, and Suva. But look at reach — how many of the other 222 cities a place shares any working hours with at all — and a genuine surprise emerges. San Francisco reaches only 73 of 222 cities — and it is not alone: the whole Pacific coast from Vancouver down to San Diego (Vancouver, Seattle, San Francisco, San Jose, Los Angeles, San Diego) is tied at the same 73. From Honolulu, 117 cities share a single common working hour. The US West Coast, marooned between an Atlantic too far east and an Asia too far west, actually touches fewer of the world's cities than a mid-Pacific island that sits astride the dateline and catches Asian mornings on one side and American afternoons on the other. Both framings still agree on who is hardest to reach — the deep Pacific and the Pacific-facing edge of North America — but the most isolated city by breadth of contact is not an island. It is San Francisco — tied with its five Pacific-coast neighbours.

Every city, ranked

Reach counts every city that shares at least one working minute (9:00–17:00 local) in either January or July. The any-season floor is a six-way tie at 73 — Vancouver, Seattle, San Francisco, San Jose, Los Angeles and San Diego. In January alone the floor is 72, shared by Los Angeles, San Diego, San Jose, San Francisco and Seattle.

How is "most connected" measured?

Each city’s mean 9-to-5 overlap across all 222 other cities in the dataset, averaged over January and July 2026.

Why do the top rankings disagree?

City-weighted counting rewards regions with dense city clusters (Europe wins); regime-weighted counting gives every UTC-offset regime one equal vote, and the world’s regime midpoint sits over South Asia. Neither framing is ‘correct’ — they answer different questions.

Why is Honolulu ranked lowest by both framings?

Geographic isolation, not statistics. By average shared time, Honolulu can reach only 27 of 222 cities with a solid four-hour block. No method of weighting rescues a city that is simply far from everything — although, by reach alone, San Francisco touches even fewer cities than Honolulu does.
